i The American Government has assured Germany that Rear Admiral Kautz, who is at Samoa in command of the. cruiser Philadelphia, will only act if emergency arises in accordance ■with the decision of the majority of the officials representing the_JPowei'3 et Samoa.

Washington authorities add that a unanimous ratification or adjustment of the Samoan question will be sought at the earliest moment. In the meantime their instructions to Admiral ; Kautz are to act in a conciliatory Bpirit. BERLTN, March 20. Berlin newspapers deny the statement that Prince Hohenlohe, the German Chancellor, has abandoned Alataaf'a. They accuse Mr Chamberlain of underrating the preponderance of German interests in Samoa.
