The American Government, has decided to station the guardship Eosamite at Guam, which was recently ceded by Spain as a precautionary measure against the change of sovereignity in the Caroline. Islands without America's consent. It has also been decided to convert Hawaii into a powerful naval base controlling' the Pacific in conjunction with naval establishments at Manila and San Francisco.
