France and Russia have accepted the suggestion of Canevaro for the settlement of the Cretan difficulty subject to Lord Salisbury's modification. The four Powers interested .vill only guarantee the safety of Mohammedans to the extent they are now protected by Turkish troops. The Porte has despatched a circular to The Powers requiring- simultaneous disarmament of the Christians in Crete along with the Alussulmans.
