EMPRESS DISMISSES REFORMERS.
LONDON, September 22. The "Times' states that the Dowager Empress of China has recovered her ascendency over the Emperor, and secured the expulsion of Kangyumese, who advised the recent reforms. The Empress has taken charge of the Government, attends all Cabinet meetings and audiences, and approves of all edicts before they are issued. Li Hung Chang's reinstatement is expected at an early date.
