PRISONERS IN A WORKHOUSE

A St. Petersburg telegram of August 17 states: "Another great fire has occurred at Nijni Novgorod. The workhouse was destroyed, resulting in the death of many prisoners. Thirteen bodies have been recovered so far, but it is believed that there are more in the ruins. The authorities believe that the fire was incendiary, but who the culprit is has not be ascertained. ±ne work of extinguishing the flames was very slow, and the officials were not as active as they might have been in releasing the prisoners. A rigid investigation is to be made and severe punishmentwill be Jisited on the people who were responsible tor the death of so many prisoners.
