■■;■'•i,A ."Renter's telegram from Pekin states that the Emperor of China has caused Pekin and other cities be placarded with an edict an* nouneing that it is the intention of China to copy the best points of Western civilisation and to establish a postal service. ] The Emperor authorises everybody !to memorialise the Throne, directs the i publication of monthly accounts of I Government receipts and expenditure.
A Pekin correspondent states that as the result of pressure brought to bear by Great Britain the Tsung Li Yamen has instructed the Chinese director of railways to conclude the Neuchang railway loan with the Hong Kong Shanghai Bank.
