, The 'New York World' states that Garcia, leader of the insurgents at Santiago, has stopped drawing rations for 1,200 Cubans under his leadership from .the Americans. It is expected he will join Gomez, the Cuban leader, at Havana, who has threatened to carry on a guerilla war because General Shafter refused tp allow the Cubans to rule the conquered districts.
