GENERAL BLANCO IS DESPERATE.

OFFERS CUBANS INDEPENDENCE TO AID IN REPELLING INVASION.

Captain General Blanco On May 4 sent Senator Eliso Giberga, under a flag of truce to Gen. Gomez's camp with this proposition: — 'If the Cuban army will co-operate with the Spanish army in repelling the American invasion the Spanish Government solemnly pledges it-self to recognise the independence of the Cuban Rpublic. In case this proposition is accepted all Cubans under arms will be admitted with the same rank in the Spanish army, a junction of the armies to be effected at Santa Clara City.'

General Gomez refused the proposition and. warned Senator, Giberga he would receive no more messages from General Blanco, on such errands.
