IMPORTANT SPEECHES BY BRITISH
MINISTERS
LONDON, January 20.
Russia and Great Britain both maintain a very unyielding attitude in regard to the question of the Chinese loan. The chief difficulty 'arises out of the opening of Talienwan Bay, one of the conditions laid down by Great Britain.
►Sir A]. Hicks-Beach, speaking at Bristol, said he expected the financial year would close with a large surplus, it was intended to increase the number of blue jackets. The Government were watching the foreign naval program me, and.intended to keep ahead of them.
In the course of a speech at Liverpool Mr^Chamberlain said the present state of impotence and unconcern was intolerable and would not be allowed to continue indefinitely, He hoped Great Britain would not be compel led to take isolated action.
Speaking at JBirkenhead Mr Asquith, who occupied the position of Home Secretary in the Kosebery Ministry, declared the country would support a strenuous assertion of freedom of trade with China.
A similar declaration was made by the Hon. Campbell- Kannerman, Secretary of War in the Kosebery Administration, in the course of a speech at Inverkeithing.
