LONDON, December 10.
In his speech at Edinburgh the Marquis of Lansdowne said the Government intended to adopt a measure with a view to improving the condition of the soldiers. They would be paid ls per day, to increase with length of service, and deductions from pay would also be remitted. Civil employment would be found for soldiers upon their retirement from- the Army. The artillery would be largely increased, and big guns would Oe supplied to the militia and volunteer forces. Three army corps would be maintained in Great' Britain, with power (to mobilise two army corps for offensive j purposes. He was opposed to conscrip* i tion.
