ARMY RE-ORGANISATION.

LONDON, November 25.

Mr Chamberlain, speaking at Birmingham, said it was intended to bring the army up to the needs of the time, and to make the soldiers' position more honourable. He advised the adoption of the Scotch system of religious instruction in schools, and stated that an Irish Local Government Bill, as complete and popular as those of England and Scotland, would be introduced next session.
