The German Government have established a coaling station at Apia, Samoa. Word has been received in Sydney that the Norwegian barque Stavenger had reached Apia, and was discharging coal for the German firm. This coal was brought all the way from Germany, and was being stored_ at Apia under contract with the Imperial German Government, who have an arrangement with the German firm (D. H. and P.
