Mr Smaltey, the New York correspondent of tho London "Times," states that McKinley'a ideas in the inaugural address will not be jingoistic, and that ho will strongly favour general arbitration. Mr Blise has beon appointed Secrebary of the Interior. Mr McKenna Attorney General, and Mr Garry Postmaster General. These appointments complete the lieKiuley administration.
