Washington, January 27. A section of the members af tho Senate, are blocking the ratification of tho AngloAmerican arbitration treaty. Many amendments have been proposed. Senator Lang is seeking to introduce the Monroe doctrine and tho American Board of Trade wages ratification treaty.

Senator Morgan has altered bis Bill witb regard to tbe Nicaragua canal in accordance with tho suggestion by Senator Olney, and it is expected thab Nicaragua will accept tho amended Bill.
