THB EMPEROR REFUSES TO CON FIRM THE SENTENCE.
Berlin. December 21. Considerable surprise baa been caused by the German Emperor refusing to confirm the sentence passed upon Lieutenant Brusowitze, who was found guilty of the murder ef a civilian. Thia officer, while in a cafe at Carlsruhe, the capital of tbe Grand Duchy of Baden, received what be chose to regard as a slight from a civilian, who had accidentally touched his chair, and on the latter refusing to apologise, furiously attacked him with bis sword and killed him. Brusewitze was arrested on the charge of murder, and waa seattoncod to four years' imprisonment ia a fortress, and dismissed from the army. The sentence, however, required to be confirmed by his Majesty, who bas mow refused to ratify ib. Public opinio* here is that the Emperor's action is an incentive to military officers to iU-treat unarmed civilians. ■-. .
