The circular concludes with au instruction as to the way in which policyholders should vote "in order to pi ottsofc their earnings." '1 his sentence, of course, proclaims the real character of the leaflet, showing that it is mertlv issued for the purpose of influencing the General Election which is now pending. As such, it would, of course, be an impropriety on my part to tnl;e any action with respect to its issue; but apart from the obvious intention of the leaflet, it. has come to my knowledge that it is being extensively circulated by interested parties to the detriment of this institution, in these circumstances it. is clearly mjr duty to emphatically state that, since the passing of the Government Insurance Act Amendment Act, 1894, no new investments have been placed by . this department with the Government of NewZealand. On the contrary, since th". date named, securities have been paid oft' by the Government as other investments became available. The statement that the moneys of this department arc bc.ug improperly used for Government purposes is devoid of foundation, and the requirements of the law are, in every respect, being faithfully observed.
