Wellington, this day. • An important measure bearing the urns of the Hon. Hall-Jones has jasb been circulated. Ib bears the title " Local Bowrde Constitution Reform Bill," and its object is to abolish altogether tha system of indirect election which prevails in connection with the Hospital and Charitable Aid Boards, River Boards, Harbour Boards, and Boards of Education. Id declares that) in every case wherein a local authority selects or elects a member of a local Board, or wherein the Chairman or Mayor of a local body is an ex-officio member of a local board euch members eh&li in future be elected by the vot«a of the persons who for the time being sro entitled to elect euch local authority. Special provision is made with regard to Education Boards. Each educationi district is to ba subdivided into nine divisions, and the householders of each division sail! elect one member to the Board of Education simultaneously with tha -school committee elections and in the same manner.'
