DEBATE IN THE COMMONS,

London, March 6. In the naval debate, Sir C. Dilke complained that nt the end of tho century the fleet' would be barely equal to the French and Russian fleets combined.

Mr Balfeur said the Government desired to see a steady growth of the navy. By 1899 they would be able to contend with two of the largest possible enemies'fleets. They did not require to mako gigantic additions to their naval forces unless actually forced by their enemies.
