Londox, February 4. A rumour is current that the United States Government has decided in favour of coercive measures against Turkey in enforcing reform in Armenia; also that Great Britain favours the project, but Russia is opposed, on the ground that it is likely to delay the intended payment of the indemnity by the Porte to Russia.

This action by Russia is looked at as a confirmation of the reported alliance between Russia and Turkey.
