THE REAL CANADIAN TARIFF.
A MARE'S NEST.
The identical copy of the Canadian tariff for 1894 which the Treasurer brought over with him from Canada was laid on the table of the House this evening. Ib was handed to him in Ottawa by Sir McKenzie Bowell, Premier of the Dominion, whoso signature it bears. This id the tariff on which the treaty proposals are based, and ib was before the Cabinet when discussing these proposals. Tho table attached bo bho statement was by an unfortunate error on bhe parb of the Secretary of Customs baaed on the Canadian tariff of 1890, and Mr Glasgow has, I understand, forwarded to the Government a memo, in which he takes on hi 3 own shoulders all tho responsibility for the mistake. The Treasurer is naturally annoyed thab the miebake should have occurred, bub it is easy to understand how ib mighb have escaped hia notice at this time when he has such an accumulation of work to overtake in addition to his ordinary duties. No doubb with bo many matters calling for his attention bo did nob think ie necessary to examine a table which was of the nature of bd ftddendnm to the Budget and which be
had given full instructions bo have prepared. -«
The effecb of this explanation has been fco dispel moab completely the feeling of triumph which was aroused in the breasts oi the Opposition yesterday by Sir Robert Stoub a remarks, and ab bhe same time to remove the sense of aunoyance which was experienced among some Governmenb supporters. MINING MATTERS. "■• " The Mining Companies Act Amendment BUI had a smooth passage bhrough Conr mibtee in the Council this afternoon till the last clause in ib was reached. This clause, which is to the effecb that the provisions of section 24 of the principal act. be extended to mining companies registered under the Companies Act, 1882, to the j manager or secretary, and the shares, stock and property of every such company, was struck out by 20 votes to 10, on the motion of bhe Hon. Mr Bonar. The section referred to provides that no manager or secretary of a mining company " shall acb as a sharebroker as regards shares of any mining company liable to the provisions of bhe acb, or withoub authority of the directors bo disclose any information concerning the mine." Immediately on the clause being rejected Sir P. Buckley moved bo report progress as he wished bo consider what the effect of the striking oub of tho clause would be. When bhe measure is in committe to-morrow, a clause inserted by the Gold Mines Gommibtee to prohibit sharebrokors dealing in shares on their'own account will coma up. So far as one can learn a greab many councillors believe in thia amendment. Probably the majority are in favour of ib bub ab the same time ib is very doubtful whether ib will gob bhrough in spite of the efforts of tue Hon. Mr McCullougb, who is moving it, and others.
