With reference to the release of Powell the "Times" officially says tho judge reported that he thought the man might be released after serving a substantial portion of his sentence, that the Government .refused to grant the first, petition, that the man's health gave way. and though he was in an exceedingly bad state, the Minister postponed hia decision tvyice for three months, and finally only let him out after emphatic reports upon, his condition, including one from Col.
