VIGOROUS WAR POLICY,

Tokio, September 23.

The Japanese Government has decided to prosecute war vigorously before winter sets in.

Reinforcements to the number of 80,000 meu are ordered to the front.

Ordinary railway traffic in Japan is entirely suspended. The whole of the rolling stock is handed over to the military authorities for transport of men and material.

The Mikado will review reinforcements before embarking at Hiroshima.

The Japanese legation officially states that the loss at the battle off Yalu was ten officers and 69 men killed, and 169 wounded.
