The principal alterations made since last year have reterenco to tbe introduction of universal suffrage in municipal elections. It provides that " every person of the full age of 21 years " shall be entitled to vote ab every election occurring in the borough, or in any ward in which he is enrolled, bub shall have only one vobe, irrespective of what the value ot his property may be. If a burgess has property in more than one ward of a borough, ha must selecb the particular ward for which he desires to ba enrolled, and if he fails to, do so the Council shall determine upon which roll his name shall be placed.
Petitions for the proclamation of anew borough are to be signed by 500 ratepayers instead of by 200 resident householders.
A new subsection provides that threefifths of the ratepayers of any portion of a borough may petition for severance.
A new clausa is added enabling any Council to apply borrowed moneys for the purchase of a State farm in relief of the congested population of the borough. By a new subsection to clause 277 the Borough Councils are empowered to bake over existing private Bbreetß less than forty feet wide.
Provision is made for special Hcensings of Chinese hawkers, and fur by-laws to regulate dairies and licensing of milk purveyors.
