PEACE PROSPECTS.
THE EUROPEAN SITUATION.
Vienna, September 16. The Emperor of Austria, receiving delegations, referrod to the facb that the European situation was more tranquil, and very friendly relations existing between all the Powers. Nevertheless Austria, like other nations, found ib necessary to continue a programme of armaments.
