PROPOSED CONSTITUTIONAL
CHANGES

The Commissioners appointed to conaide the proposed changes in the Constitution recommended the adoption of the referendum system in certain cases; that the control of dissolutions be vested in the Legislative Assembly; that Ministers of the Crown have the right to sib and speak in both Houses, but only to vote in tho House to which they belong ; that power be given to allow measures carried to a certain poinb one session to be takan ab the same point next session ; thab a Bnl which has passed the Legislative Assembly on two consecutive occasions and been rejected by the Council, be Bent direct to Bhe Governor for his assent Mr Russell has been elected to represent! Grenville in the Legislative Assembly, vice the Hon. D. M. Davies, deceased.
