PROPOSED NEW TAX ON CHINESE
AND COLOURED ALIENS.

.'_.- Wellington, this day. Ministers have in contemplation a legislative measure dealing with the exclusion of undesirable immigrants, which is pf such an important character that it will probably be mentioned* in the Governor's speech. It is intended to double tho presenb poll tax on Chinese entering the colony, and a similar tax may be imposed on Assyrians, Afghans and other coloured aliens. Clauses based upon the United States law will be embodied in the measure, forbidding the bringing of contract labourers to the colony and making shipowners liable to a penalty if they convey to the colony paupers, imbeciles or cripples. A further provision will exclude all known criminals. The measure will be highly comprehensive, and is certain to give rise to much discussion,
