The Committee of the Licensed Victuallers' Association, in their annual report, recoup mend the Association to form itself into a strong friendly society, with benevolent as well as defensive aims, in which each member will, have sufficient interesb financially and legally to compel him or her not only to strictly observe.the law, but to see thab their neighbours do so also.
