Madrid, November 12." The Spanish Governmenb propose thab an inter-State Conference should be held to I form a code to deal effectually with Anarchists.
An Anarchist plob to blow up the Madrid Bourse was discovered before it could bs carried into execution.
The leader of the Anarchists declares their intention of conducting a series of outrages throughout Europe within the next few months. They state thab thoir plans will be carried oub on similar lines to the explosion which wrecked the Barcelona theatre last week.
