SHOCKING SCENES IN RIO. MANGLED BODIES IN THE STEETS. ANARCHY RAMPANT. WOMEN OUTRAGED BY ROUGHS. Rio de Janeiro, September 19. Shocking scenes were witnessed during ths bombardment of tho city. Shops were looted,_ and women outraged by gangs of roughs. Tho streets were strewn with mangled corpses. , Tho foreign warships have consented to allow the rebels to buy food from the merchant vessels in harbour. Santos is expected to join tho rebels. President Piexoto iia practically defeated. It is intended to restore t'.io monarchy. It is reported that the women folk belonging to naval officers who revolted were subjected to tho indignity of being whipped by the Government.
