SUCCESS OF THE REBELS.
Rio de Janeiro, September 17. Thk rebel squadron has now complete command of ihe approaches to the city. It is proposed to starve it into submission. President Peixobo imprisoned many officers suspected of disloyalty, and appealed to the country to raise troops. He tailed, however, to elicit any response. The rebels are in possession of thirty warships and merchant steamers.
