At the Mansion-houso banquet. Lord Roberts said one of the essentials of peace in India was tho maintenance of a strong forco on tho north-weslern frontier, aud Great Britain must not allow the slightest encroachment from a foreign Power in that quarter. In the House of Commons to-day, Sir W. V. Harcourt, Chancellor of the Exchequer, declined to deny or confirm Che report that Lord Herschell's Commission had advisod tho Govornment in India to close tho mints against coinage on private accounts.
