RIVER CERTIFICATES.
A COMPLAINT.
(BY TELEGRAPH. — OWN COKRKSPOXDENT.) Wellington, this day. Makink engineers here arc much exercised over alleged abuses of river certificntes or what) they term " shovoi" certificates. Several engineers waited on the Minister for Marino this morning and informed him that river certificate men wore being all&wed in various parts of tho colony to take stonivers to «oa. They said the abuse: was bucomins: very groat on tho East Coast between Cisborne and Tologa Bay, etc:., between Lyttdlon anr] Akarost and on tho West Coae'c about Mokau, New Plymouth and Waicara. Such certificates were being " used to tho detriment of fully qualified marine enirineois, and the danger of the public. They asked that river limits bo defined. Sir Patrick Buckley admitted the matter was of much importance and said ho would look into it and it there was anything in tho contention that abuses existed the Government would sec that the provisions of the present. Act were corned out and have river limits definitely fixed by OrderinCouncil.
