AN EXTRAVAGANT CIVIL SERVICE.
EXORBITANT EXPENDITURE ON EDUCATION.
London, April 25.
Mr Hogan, M.P., in an interview with a representative of the "Colonies and India," said the civil service is a mill stone round Victoria's neck, that her expenditure on education is incrediby lavish, and could be reduced by one-half without impairing efficiency. The bankers discredit the proposal of Mr Carter, Colonial Treasurer of Victoria, to pay the Victorian conversion loan out of Savings Bank deposits, holding that the gold must be raised in London for the purpose.
