THE SECOND READING DEBATE.

London, April 21. It ia believed that the majority in favour of the Home Rulo Bill, on the second reading, will be 41.

An all-night sitting ia probable, as many Conservatives have yet to speak. The Bill goes into committee on May 4. Mr Sexton urged the retention of the full strength of the Irish members in the House of Commons for six yeara, and appealed to the Premier to reconsider hia financial proposals. Mr.Gladetone declined to state whether the retention of the Irish members at Westminister would be madei a vital point of the Bill by the Government. Twelve thousand tickets for admission to the Ulster meeting, in Albert) Hall, tomorrow have been issued.

Two thousand Ulster delegates have arrived to take part in to-morrow's meeting.
