EXPECTED DEFECTIONS IN

COMMITTEE

London, April 18.

It is believed that the division on the second reading of the Home Rule Bill will be strictly a party one, but some radical defections are expected in Committee over the retention of Irish members at Westminster. It is also believed that the Government will make a further concession to Ireland in connection with finance.

Mr Goschen made a brilliant speech in the House of Commons to-day on the second reading of the Home Rule Bill. He strongly attacked the financial proposals contained in the measure, and contended t_3t Ireland was unable to balance the Budget.

The Marquis of Salisbury wiil address the Ulster people on May ioth.
