Constantinople, Soptember 4, The scaffolding attached to a building in courso of erection in Pora, on tho north sido of tho Golden Horn, on ttio summit of tho hill above Gulaioa and Tophane, collapsed, and 15 workmen wero killed. The architoct haa been arrested.
