THE FAMINE IN RUSSIA.
St. Petersburg, May 16. The Government are stopping levies which were made on the salaries of Civil servants in aid of the sufferers in the famine-strickeo districts, and are now taking collections made in the various churches. St. Petersburg, May 17. Owing to the famine, the Czar has ordered retrenchment to be made in all branches of the public service, and military movements are to be much curtailed for the purpose of reducing the expenditure.
