LOCAL GOVERNMENT BILL,

BARONIAL AND COUNTY COUNCILS.

London, February 18. The Right Hon. A. J. Balfour has introduced in the House of Commons his Local Government Bill for Ireland. The measure proposes to create baronial and county councils, elected triennially under a franchise similar to that existing for the parliamentary election, women and peers also voting, and the functions of the councils to be solely administrative. A minority vote is introduced as another precaution to prevent reckless spending, corruption and oppression.

Mr J. Morley expressed the opinion that the Bill would seriously increase the difficulty of government without improving anything illiberal or reac tionary

Mr John Redmond declared that the measure was beneath contempt. The Bill was read a first time, and the second reading fixed for this day fortnight.
