DIFFICULTY.
Melbourne, this day. The political situation is unchanhed. Mr Munro's resignation of the Premiership does not Jake effect until the negotiations for the disposal of the Colony's Treasury Bills are completed. Mr Shiels, the Premierelect is being counselled to exclude the one-man-one-vote plank from the platform of the reconstructed Ministry, as likely to cause turmoil at an inopportune time. If Shiels agrees to drop the principle, one of the members of the Ministry in the Legislative Council will retain his seat, but the others will resign with Munro. It is believed the Government will retain the single vote as one of the items of their policy f but will keep it in the background as much as possible.
