St. Petersburg, December 6.

The Russian Government has resolved to send eighteen vessels to the Baltic fleet and seven to the Black Sea fleet. A scheme has been drawn up by the Russian officials to relieve distress by employing eight hundred thousand men on public works, which are to cost ten millions. Paris, December 6. The French Government intend to make the island of Diego Saurez impregnable.
