' The strength of the garrisons on the Russian frontier is to be increased. , Berlin, November 26. It is repotted in Berlin that Yon Oaprivi is weary of office, and will probably retire. The rumour has caused a sensation in financial and political circles. London, November 26. The European press consider the abtlook pacific, and regard De Giers' tour as an indication that Russia does not intend any hostile act. Berlin, November 25. The Emperor is reported to have addressed a body of recruits after his interview with De Giers, and informed them that he hoped the only opportunity they would have of showing their bravery would, be confined to peaceful times. His speech has caused some sensation. Vienna, November 25. Count Taafe's Cabinet has been defeated in the Austrian Reichsratn.
