Lord Salisbury, in his reply to the Turkish note, assumes that any privilege with respect to the Dardanelles conceded to Russia will equally belong to England. '■■■■■•■ Paris, October 14. M. Lockroy, a French journalist and politician, has published a book on the military situation, which has caused a considerable sensation. He considers the French coast in the event of war would be at the mercy of the Triple Alliance, but is of opinion that a differential tariff has weakened , the adhesion of Italy. He asserts the British Empire is vulnerable at every point, and proceeds to say the French arms and powder are unrivalled, and will play a formidable part in the next war. The share France will take is unknown, but Lockroy declares her military organisation'is sufficiently powerful to destroy the people of any nation opposed to her.
