Adelaide, this day. The " Herald " considers the proposal of the Soulh Australian Government in connection with the reduction of cable ratas is not fraternal, but ungracious. New Zealand pleaded poverty, and in view of the severe trials and the commercial depression she had suffered, the reason could not but be respected and showed good feeling in those colonies. It would imperil them tq take unfair advantage of the guarantors.
