Sir Henry Parkes's new Licensing Bill provides for the granting of new licenses for three years. This lengthened duration of license to be regarded as sufficient compensation to the publican for any loss he may suffer thereafter. Two-thirds of the majority can prevent renewal. A simple majority can reduce the number of licenses by a certain number, and determine whether new licenses shall be granted.
