IN COMMITTEE.
A POINT OF ORDER,
On the Committee resuming at 10.30 Dr. Newman raised a point of order whether the Chairman on the previous evening having left the chair without reporting progress aod asking leave to sit again had not practically shelved the Bill, bringing forward authorities in support of his contention. MajorHamlin said that bhe addition of the words that he would sit; again at 10.30 next morning had made the leaving the chair good. Dr. Newman protested against this, as did Mr Downte Stewart, and Messrs Barroo, o'Conor, aad Samuel raised tbe point of order, but ib was nob allowable to traverse the Chairman'B ruling, which Major Hamlin upheld; whereupon
Mr Downie Stewart moved to report progress to obtain the Speaker's opinion upon the Chairman's ruling. This, on a division, was negatived by 39 to 26. Dr. Newman is considered to have had good ground for his point of order, and the question is likely to be raised again.
