London, June 13.
Mr W. H. Smith has decided not to proceed wfth the Bill to ratify the Sugar Bounties Convention this session, as Mr Gladstone proposes to raise a debate on the question. The Government hope to complete the Irish Drainage and Bail ways,. Scotch Local Government, and Scotch Universities Bills, and prorogue .by the middle of August.
