THE "TIMES" CENSURES LORD KNUTSFORD.

London, November 28. The newspapers comment upon the resignation of Sir H. A. Blake.
The " Times " censures Lord Knutsford for receding from his position, and disparages Lord Balfour, of Burleigh, who is now mentioned in connection with the appointment.
