EMPEROR WILLIAM'S SPEECH.
HE DEPRECATES WAR.
Berlin, November 23. The Reichstag was opened to-Say by the Dmperor William. In his opening speech he said be would proceed with social and political legislation, and increasing efforts would be madetosecurethepermanent peace of Europe. Even a victorious war, without necessity, was incompatible with the Christian faith. The duties of Emperor were alluded to, and mention made of the friendly attitude of England in connection with the Zanzibar question.
