the members being almost equally divided. A section, led by Sir L Malet, recommends that Kngland should join America and Germany, which are partial bimetallic countries, and suggests that the best basis of union would be the re-establishment of the pure bimetallic system. The other section, of which Lord Herschel, Chairman of the Commission, is the head, opposes Sir L. Malet's proposal on the ground that the risk is excessive.
