Mr Malcolm Nioool first of all m6ved, " That the resolution adopted on the 2nd July, 1888, pledging the Board to build on the eifie selected by the Committee of experts be rescinded. '_' Mr Nioool further moved, ■" That the report of the Eefuge Committee,received by the Board on the 21st May lie adopted. Mr Cooper drew attention to theiaot that their solicitor b.a.4 given his opinion that they had no power to build upon the Hospital endowment. He suggested that the words " and be carried into effect so soon as the Board have legal power to do so." . Mr-Niccol ¥aid that lie" "objected, to the idoa of going irtto the country on the ground that it would not be so economical. Another thing was that they wduld; have less control over the management of the institution in the country than if it .wore, in the town. But the main thing was to affirm the principle that it was adviaabje to build on the Hospital site. After some consideration it was decided to adopt only clauses land 2 of the Committee's report','which were to the effect that the present site of tho Refuges was the mosb suitable. ■- "v . ~": ■■'"' : '■* '" Mr Atkin seconded this, motion also. He objected to T-lefugos being turned into workhouses. They should do a^yay with all loafersT* All they wanted to* do was to provide a Refuge for worD-out. or decrepit humanity. " The second resolution was adopted without any opposition. ' j.mil "j. Mr Niccol then further moved :—• mat the Public Trustee be informed that doubt has nfisen as to the legality of building the Old People's Refuge on the Hospital enclosure, alongside the buildings now used for that purpose, and bo;-asked to talte steps to grant a lease to the Board of part of the Hospital yrounds, in order that the Board, aa tenants of hie, may be enabled to erect a building1 for sent uses as a refuge, but with a view to such building being hereafter used as an adjunct to the Hospital when requiced for tfet '■ purpose."- ■ , ; . This motion was also adopted.
